As per the press release issued by the Ministry of Labour, Family, Youth and Social Solidarity (the “Ministry”) on 18 September 2025, the Government has decided to extend the deadline for the transition from the Revisal system to the REGES-ONLINE platform until 31 December 2025. The measure was adopted in order to support employers who encounter difficulties in the migration process.
The decision has not yet been formalised through publication in the Official Gazette (in Romanian “Monitorul Oficial”). However, it is anticipated that this will take place in the immediate future.
Context and scope of application
REGES-ONLINE was established under Government Decision no. 295/2025 on the General Register of Employees – REGES-ONLINE (the “Decision”). It is the new electronic register of employees managed by the Labour Inspectorate. The platform replaces the Revisal application.
The platform enables the digital administration of individual employment agreements and the real-time reporting of amendments. It is mandatory for all employers in Romania, including individuals, legal entities, public institutions and diplomatic missions.
As per the initial Decision, a transition period was set until 30 September 2025. During this period, employers were allowed to use both Revisal and REGES-ONLINE. After that date, the use of REGES-ONLINE ought to be mandatory. Non-registration could have lead to administrative fines of up to RON 20,000.
Reasons for extending the registration deadline in REGES-ONLINE
The extension was determined by the difficulties faced by a large number of employers in the migration process and by the risk of operational blockages.
As per the Ministry’s press release, only 23% of the companies had completed the transition so far. Maintaining the initial deadline (30 September 2025) would have exposed a significant number of employers to legal sanctions, in the absence of the necessary technical resources and support for compliance.
Practical recommendations for employers
Although the deadline has now been extended until 31 December 2025, the Ministry has specified that this is a final term and will not be extended again.
In this context, employers are advised not to postpone registration in REGES-ONLINE. This will help avoid congestion at the end of the period and potential technical difficulties. In practice, each employer should:
- initiate in due time the creation of access accounts (through RoEID or by using a digital signature validated with the National Agency for Fiscal Administration – A.N.A.F., including for a person authorised under a special notarised power of attorney);
- designate persons responsible for managing the register and ensure their training, or, as the case may be, outsource this activity to specialised service providers.
